LONDON (AP) — Ninety-six seats remained empty near the Wembley field on Saturday.

A Liverpool scarf draped over each seat, a tribute to the 96 Liverpool fans who went to an FA Cup semifinal 25 years ago but never returned home.

The 1989 Liverpool vs Nottingham Forest match had just begun at Hillsborough when a deadly crush of fans occurred in a standing-only section of the stadium.

The Hillsborough disaster changed the face of English soccer, and the treatment of the grieving families by authorities remains a scar that is yet fully healed.

Amid commemorations for Tuesday's 25th anniversary, families are in court in a bid to get the deaths officially described as unlawful killings.

A 2012 report blamed police for putting fans into that section to avoid overcrowding outside the stadium.
