A former Milledgeville city councilman is out of jail on bond after he is arrested on driving under the influence charges.
The Georgia State Patrol says Phillip Joiner of Milledgeville is charged with DUI, open container, failure to maintain a single lane and expired tag. The GSP says the trooper observed Joiner’s vehicle leave the travel lane of North Jefferson and initiated a traffic stop on Monday afternoon. The trooper detected an odor of alcohol coming from inside the vehicle. He administered a field sobriety test and placed Joiner under arrest. He refused a blood test and was released from the Baldwin County jail around 9:00 p.m. on Monday.
Joiner, who has past DUI charges, recently faced an ethics complaint filed against him earlier this year.
WGXA talked to Joiner who says he was not drinking behind the wheel and was distracted when he swerved onto the shoulder of the road. Joiner says his car had been in the shop for several weeks and he did not realize an open container was in the vehicle. He plans to meet with his attorney after the holidays.
