WASHINGTON (AP) — The military command in charge of all U.S. nuclear war-fighting forces says it has suspended its No. 2 commander for unspecific reasons, and he is under scrutiny by the Naval Criminal Investigative Service. The U.S. Strategic Command says that Navy Vice Adm. Tim Giardina (jee-ahr-DEEN'-uh) is still assigned to the command but has been barred from performing duties related to nuclear weapons. A spokeswoman for the Strategic Command wouldn't give a reason for the suspension, which was first reported by the Omaha World-Herald. WASHINGTON (AP) — The House is meeting today as Congress faces a pair of approaching deadlines. Unless Congress acts before Tuesday to fund federal spending, some of the government will shut down. Separately, the government will run out of money to pay its bills by late October unless Congress raises the federal borrowing cap. BURBANK, Calif. (AP) — Officials in Southern California say up to five people are dead after a car spun out and burst into flames in Burbank, trapping people inside. Fire officials say the Nissan was fully engulfed in flames when firefighters arrived and there was no possibility of rescuing anyone. One survivor was found about 50 yards away. The 18-year-old woman was taken to the Los Angeles County Medical Center. PRESCOTT, Ariz. (AP) — The Arizona State Forestry Division is set to present a report today on the deaths of 19 elite firefighters during a wildfire at the end of June. The report will go to the men's families ahead of a news conference planned in Prescott. It will examine many factors, but not fix blame. FRESNO, Calif. (AP) — While many U.S. cities are converting urban cores into walkable oases where people can stroll to restaurants and shops, bike and be green, one California city is going the opposite direction. City leaders in Fresno want to lay down roadway on a six-block pedestrian mall once touted as a national model for pedestrian-friendly downtowns. The Fulton Mall was built in the 1960s and has lapsed into decay, with its 1920s office buildings mostly empty.
