WASHINGTON (AP) — U.S. surveillance flights are being made over Syria. That's according to U.S. officials. The flights were authorized by President Barack Obama. The White House says Obama has not approved military action inside Syria. The U.S. has already launched strikes against the extremist group Islamic State in neighboring Iraq. The group controls areas in both countries.

WASHINGTON (AP) — Vice President Joe Biden is encouraging Iraqi leaders to form a new government and oppose the Islamic State terror group. The White House says Biden has spoken by phone for the past two days with three top leaders -- the incoming prime minister, a legislative leader and the regional president of Kurdistan.

WILLOUGHBY HILLS, Ohio (AP) — Four people are dead following a Monday night plane crash in suburban Cleveland. Police say the plane went down shortly after takeoff from Cuyahoga (ky-uh-HOH'-guh) County Airport, in Willoughby Hills. That's about 15 miles from Cleveland.

KINGSTON, Jamaica (AP) — Cristobal has reached hurricane force in the Caribbean, where it is blamed for at least five deaths and flooding on a swath of islands. The storm has sustained winds of 75 mph. Meanwhile in the Pacific, Hurricane Marie has weakened into a Category 3 storm with winds up to 115 mph. It's far southwest of the tip of Baja California. It could generate dangerous waves along the Southern California coast.

LOS ANGELES (AP) — There has been a poignant pause at Monday's Emmy Awards ceremony. Billy Crystal offered a remembrance of Robin Williams, who died August 11 by suicide. Crystal says Williams made you laugh, hard.
